The problem
A large public tender runs to 500 to 800 pages. Before a bid team writes a word, someone has to pull every obligation out of it, tie each one to an owner, and redo that work every time an addendum lands.
A model can read the pack. It can also paraphrase a clause, skip one, or miss that a single number changed. In a bid, any of those can cost the contract.
